Communications and PR Working Record

See what can be built in communications and PR. Five working records, each with a six-condition test.

This is the working record behind the five gaps in communications and PR. Each proposal can be proved at small scale first, with an evidence class, a build split and a validation test.

The gaps in full.

Each gap carries the three fields from the brief, the six-condition test, the evidence class, the build split and a validation test.

01Statements with no account behind them

Evidence: emerging Build now
What the abundance broke

A synthetic statement can appear anywhere in the organisation’s voice, with no account to check.

The micro-container that can no longer carry it

Verification badges confirm accounts, and a clip or statement can carry none.

The micro-container that could hold it

A verification badge for statements: a signed record of who approved each version.

TraceabilityPartly met

A signature shows origin where the drafting tool signs.

ReferenceabilityMet

The C2PA specification is open and checkable.

TransferabilityPartly met

The signature can travel with the statement.

ExchangeabilityPartly met

Several companies now read common provenance marks.

Boundary LockPartly met

EU duties bind providers from August 2026.

Enforcement ProtocolPartly met

EU enforcement applies, with a grace period to 2 December 2026 for certain duties.

Build now

Sign press releases and executive statements for one organisation and have recipients verify them.

Build later

Display the signature where audiences read, which depends on platforms.

Validation test

Sign 20 statements and ask ten journalists to verify them. If at least 80 percent verify without help, the badge justifies the build.

02Twenty versions that drift

Evidence: conditional Build now
What the abundance broke

Twenty tailored versions of a statement can quietly differ, and a reader who compares two may find the organisation saying different things.

The micro-container that can no longer carry it

Distribution standards publish one statement to many channels, and cannot compare versions.

The micro-container that could hold it

A distribution standard with a concordance record that compares claims across versions.

TraceabilityPartly met

A comparison step can list claim differences.

ReferenceabilityUnmet

No shared definition of a claim exists.

TransferabilityPartly met

The record can travel with the versions.

ExchangeabilityUnmet

Tools do not share a format.

Boundary LockUnmet

Nothing marks which version is authoritative.

Enforcement ProtocolUnmet

No body checks it.

Build now

A comparison step on versions of one statement, with a reviewer checking the differences.

Build later

A concordance record linked to legal and investor relations approvals.

Validation test

Take ten past multi-audience statements. If a reviewer finds at least 80 percent of the differences the check finds, the record justifies the build.

03Rehearsals on synthetic stakeholders

Evidence: conditional Build now
What the abundance broke

Synthetic stakeholders run quicker and with less variation than real people, which can leave a team feeling better prepared than it is.

The micro-container that can no longer carry it

Impression metrics count audiences as measured, and treat every response as real.

The micro-container that could hold it

An impression metric that labels each rehearsal response as observed or synthetic.

TraceabilityPartly met

A label can be attached to each response.

ReferenceabilityPartly met

A small observed panel is the reference.

TransferabilityUnmet

Labels do not travel between tools.

ExchangeabilityUnmet

No common labelling format exists.

Boundary LockPartly met

The team sets the rule.

Enforcement ProtocolUnmet

No body checks it.

Build now

A register for one crisis exercise that labels each response and compares synthetic spread with a small observed panel.

Build later

A grade for synthetic and observed variation across exercises.

Validation test

Compare synthetic and observed responses on one scenario. If the synthetic set shows less than half the variation of the observed set, the register justifies the build.

04A fake in the organisation’s name

Evidence: prospective Build later
What the abundance broke

A convincing statement in the organisation’s name can appear faster than the organisation can answer.

The micro-container that can no longer carry it

Dispute resolution gives a route to challenge a post, at the speed of a ticket.

The micro-container that could hold it

A dispute resolution route with a pre-agreed evidence pack for impersonation.

TraceabilityPartly met

An evidence pack can list what to collect.

ReferenceabilityUnmet

No shared standard says what counts as evidence.

TransferabilityPartly met

The pack can go to several platforms.

ExchangeabilityUnmet

Platforms do not share a format.

Boundary LockUnmet

Nothing marks an impersonation consistently.

Enforcement ProtocolPartly met

Platform processes provide some enforcement.

Build now

A response record tested in one tabletop exercise, with a named lead, evidence list and notification map.

Build later

An agreed evidence format accepted by platforms and insurers.

Validation test

Run two tabletop exercises. If the team assembles the evidence pack in under two hours both times, the route justifies the build.

05Disclosure of synthetic text and media

Evidence: observed Build now
What the abundance broke

Rules now ask organisations to disclose synthetic content in defined cases, and many have no standard way to do it.

The micro-container that can no longer carry it

Marketplace policy states what platforms require, channel by channel.

The micro-container that could hold it

A marketplace policy with a portable disclosure notice that travels across channels.

TraceabilityPartly met

A notice can record generation status.

ReferenceabilityMet

The text of Article 50 is the reference.

TransferabilityPartly met

A notice can travel with the content.

ExchangeabilityPartly met

A shared notice could be read by several channels.

Boundary LockPartly met

EU scope applies from August 2026.

Enforcement ProtocolPartly met

EU enforcement applies, with a grace period to 2 December 2026 for certain duties.

Build now

A notice applied to all synthetic images and audio for one organisation.

Build later

A notice recognised across jurisdictions and platforms.

Validation test

Audit 200 published items. If more than 10 percent of synthetic items lack a correct notice, the policy justifies the build.

Before you spend a dollar.

  1. Confirm the gap exists. Interview practitioners and budget holders and collect examples of the gap in live work.
  2. Confirm the existing micro-container. Identify which micro-container the function relies on today and where it stops carrying the work.
  3. Test the smallest proposed micro-container. Start with a checklist or a register before building a platform.
  4. Measure total economics. Count labour, software, training, integration and review effort.
  5. Identify the buyer and the budget. Confirm a named budget holder exists and that the current workaround has a price.
  6. Test trust as well as usability. Check that the people who rely on the record understand it, can challenge it and choose to use it.
  7. Choose the next status honestly. Record each gap as a hypothesis, a validated model or a rejected path.

The data model.

gap_id: Stable identifier, for example MS-COM-01.

function_id / disruption_ref: Originating function and Disruptions article.

broke: What the abundance broke, in one sentence.

existing_micro_container / economy: The Eras-table micro-container and its economy.

proposed_micro_container: The extension that could hold the gap.

six_conditions: Met, partly met or unmet, with one line of reasoning for each condition.

evidence_class / sources: Evidence label and references.

build_now / build_later: Immediate offering and dependency-based future offering.

validation_test / status: The test to run and the research status.

movers: Leaders Building, Accelerating or Capitalizing, linked to profiles.

The Eras connection.

Every proposal extends a micro-container the Information Era already built. These are the ones extended here, by economy.

Creator Economy: Verification badges, Distribution standards.

Attention Economy: Impression metrics.

Platform Economy: Dispute resolution, Marketplace policy.

Who is in motion.

Tomorrow is an open canvas. These are the leaders in the record who are already Building, Accelerating or Capitalizing toward these micro-containers.

Tomorrow

An open canvas

  • Build: Pichai is building provenance into widely used products.
  • Accelerate: von der Leyen and Ressa are moving the legal and evidence conditions.
  • Capitalize: no leader in this record is yet visibly funding a communications micro-container. That seat is open.

Sources and further reading.
