The Philosopher
Co-chair of the UN Independent International Scientific Panel on AI and Turing Award-winning pioneer, who can put the scientific evidence on AI risk in front of every government.
He builds the research and the safety-first alternatives, and now co-leads the first global scientific assessment of AI.
The Panel’s preliminary report, released on 1 July 2026, found that safeguards trail capabilities and fed the Global Dialogue on AI Governance in Geneva on 6 and 7 July.
Market Status reads Yoshua Bengio as The Philosopher. The friction this archetype resolves is that the person who helped build modern AI systems is now the person asking how far they should be trusted.
He is a Canadian computer scientist, professor at the University of Montreal and co-president and scientific director of the non-profit LawZero. The Panel’s 40 members elected him co-chair with Maria Ressa on 3 March 2026. The Panel produces annual, policy-relevant assessments that do not prescribe policy.
His stated concern is that AI capabilities are moving faster than scientific understanding and than governments’ ability to adapt. With his co-chair he wrote that the race for competitive advantage is leading the world into risks whose magnitude is grossly underestimated.
He leads a Panel that describes the evidence and does not recommend policy, while he and his co-chair warned that a handful of companies and governments make the most consequential decisions. He is also a builder of the field he now assesses.
Against the journey, Bengio is Building, through safety-first research and an assessment that governments can use. The Panel’s report names risks to information integrity and child safety, and an independent evidence base is the external reference that micro-containers for frontier models are tested against. His work helps introduce that reference for the Technology, Legal and Risk Management functions.
