Independent Evaluation
Ensuring accountability and learning — the independent evaluation work of Acacia Trust.
The Core Argument
Trust infrastructure must be evaluated independently. Without independent evaluation, there is no accountability — and no credible learning.
Evaluation is essential to trust infrastructure. It is how we know whether the infrastructure is working, whether it is achieving its goals, and whether it is having unintended consequences.
But evaluation must be independent. It cannot be done by the same people who built the infrastructure. It must be conducted by people who have no stake in the outcome.
Independent evaluation is the foundation of accountability.
Why Independence Matters
The importance of impartial evaluation.
Credibility
Independent evaluation is credible. It is not influenced by the interests of the people who built the infrastructure.
Objectivity
Independent evaluation is objective. It looks at the evidence without bias, without spin, and without agenda.
Accountability
Independent evaluation enables accountability. It creates a clear, impartial record of what was done and what was achieved.
Learning
Independent evaluation enables learning. It provides honest feedback that can be used to improve the infrastructure.
The Acacia perspective:
Independence is not a luxury. It is a necessity. Without it, evaluation is not credible. Without credible evaluation, trust is not possible.
The Evaluation Framework
How we evaluate trust infrastructure.
Design
Evaluation is designed from the start. We define what success looks like, what data we need, and how we will measure it.
Data collection
We collect data systematically — quantitative and qualitative, from multiple sources, over time.
Analysis
We analyse the data rigorously. We look for patterns, insights, and lessons. We are honest about what the data shows.
Reporting
We report the findings transparently. We share what we learned — both the successes and the failures.
Action
We act on the findings. We make changes based on what we learn. We use evaluation to drive improvement.
Key insight:
Evaluation is not the end of the process. It is a beginning. The findings from evaluation are used to improve the infrastructure — and to build trust in the system.
The Independent Evaluation Panel
Who conducts the evaluation.
Independent experts
The evaluation is conducted by independent experts — people who have no stake in the outcome.
Diverse perspectives
The panel includes diverse perspectives — from different sectors, disciplines, and geographies.
Transparent processes
The evaluation process is transparent. The terms of reference, the methods, and the findings are all made public.
Public reporting
The evaluation findings are reported publicly. Anyone can see what was learned and what is being done about it.
The Acacia perspective:
The Independent Evaluation Panel is not a formality. It is a core part of the governance of Acacia Trust. It is how we ensure that we are accountable and that we are learning.
